The bill sponsored by Deputy Speaker ,Kaduna State House of Assembly , Honourable John Audu Kwaturu seeks to promote tourism ,boost revenue generation and preserve cultural heritage .

As presented and read for the second time A PROPOSED BILL TO PROVIDE FOR THE PROTECTION AND CONSERVATION OF CULTURAL HERITAGE AGENCY IN KADUNA STATE. ON 13/03/2017 sponsored by HON JOHN AUDU KWATURU.
With the best compliments of the season, this is to extend the warm greetings of the people of my Constituency (Kachia) to the entire members of this honourable House for the efforts in making good legislation for our state.
Mr. Speaker sir, hon. Members, it is my privilege to introduce the bill I am sponsoring as a Private member’s bill and it is to provide for the protection and conservation of cultural heritage in Kaduna state.
This sector has been neglected in spite of its enormous potential to generate revenue and therefore there is the need to visit it with a view to creating jobs and adding a boost in the economy of our dear state as well as placing the state among the competing tourist attraction centers locally,Nationally and internationally. This will be best done through an agency which my bill seek to promote for the above mention purpose.
Mr speaker sir, hon. Members, you know that we have a very rich culture as well as productive traditions,Heritage and antiquities many of which have been part of history and used as reference.
However these have not been properly harnessed and utilized. And to do so, there has to be an agency for that purpose.
Some of its benefits include the following:-
i. To create awareness regarding the need to protect and preserve Heritage and cultural sites;
ii. Administering antiquities and monuments;
iii. Maintaining antiquities and monuments and other outlets for or in connection with such aspect like:-
b. Arts and Crafts
c. Natural history.
iv. Making recommendation to Government or person or authority concerning the establishment,management and preservation of antiquities and monuments, not being national museum or antiquities declared to be National antiquities and monuments.
v. Approving any museum which is privately established and maintained for the purpose of this Law and at any tine withdraw such approval.
Mr speaker sir, my dear colleagues, we have such places/aspects like the NOK Terra cotta , Lugard Hall complex( housing thus great assembly),Royal palaces and other Traditional Homes,natural places like Gurara river/dam,matsirga water falls,kangami dam,the gamji park,kagoro and kufena hills, the queen amina history etc.
We therefore need to have ways for the preservation and optimum utilization. This is what my bill is proposing for the consideration of the hon. House and passage into law.
To this end, it is my hope that the bill will see the light of the day in a positive manner.
